>>This month will be the "18th Anniversary" that Indo-NSCN signed their historical cease-fire agreement "without territorial limits", which they signed on June 14, 2001.

>>The term "Without territorial limits" covers all geographical areas in this world, not only exist in Nagaland, Manipur, Assam, and Arunachal Pradesh.

>>Indian emissary who is authorized to sign such document is K. Padmanabhiah. He is 63 years old by that year, while the co-signatory of the NSCN is Th. Muivah, was aged 67 by that time. Such a historical and unique agreement is signed in Bangkok. It is also announced in the Press release of the GOI.

>>Both of the mentioned persons, Th. Muivah and K. Padmanabhiah, by this time, are over 80 years old. Although they are in advanced ages, they reported their remembrances are excellent, remembering the documents of what they signed.

>>There are five Clauses or agreed minutes in that agreement. I regard that the outstanding Clause is No.1 saying that "The Ceasefire Agreement is between the Government of India and the NSCN as two entities without territorial limits".

>>This Cause is valid, no abrogate, no amend, but legal, acceptable, having legal force up to today!.

>>In the other signed agreements between NSCN–GOI about ground rules of ceasefires that agree and revised frequently also mention the construction of newly designated camps for the NSCN.


>>It means that the GOI has opened such opportunity for the NSCN to create newly designated camps such as a new NSCN designated camp at Sihai Village in the north of Ukhrul, Manipur, but still not permitted.

>>And according to the written ground rules between Indo-NSCN; when studying and making for comprehension by this writer (Suthep Chaviwan), the level of the CFMG can make such final decision whether to allow NSCN to build the new designated camp or not!
